12.15.04 Alan Wasser, Chairman of the Space Settlement Institute, has proposed legislation to enable space settlement. As the Aldridge Commission proposed, a sufficiently big prize could spur private enterprise to develop space transport and establish a real space settlement. Unfortunately, it is not realistic to expect Congress to fund such a prize out of tax revenues. This law would establish a "Space Settlement Prize" funded by a system of recognized property rights, that would be even more valuable, accomplishing the same result. It would require "out of the box" thinking, but would not require any appropriation of government money.

After all...all human activity is ultimately about where and how we live. And space is all about how we live on Earth."
